Building a shelf unit around the main shutoff is a bold act of hostility toward the future. Also, seconding the ball valve gospel — I swapped all mine after a similar Saturday and it's the least regrettable money I've spent on this house.

For one footstool, a decent manual or electric stapler is fine — just test on scrap wood first, some hardwood frames laugh at hand staplers. Pneumatic is for when you catch the disease and start doing whole chesterfields.
